TRANSPORTATION ESTIMATORS ASSOCIATION

BY-LAWS


ARTICLE I - ELECTION OF BOARD OF DIRECTORS

Approval of the Constitution and By-Laws by a majority of the votes cast by MEMBERS present at the initial workshop shall be followed immediately by the election of the five  member Board of Directors. The Board of Directors consists of a past chair and officers elected in the following order:

  1. Chair
  2. Vice Chair
  3. Secretary
  4. Treasurer

The Chair, once elected, shall then preside over the remaining election of the Board of Directors. Subsequent elections of the Board of Directors shall be conducted in accordance of ARTICLE V of the Constitution.

ARTICLE II - FEES

Section 1

The Board of Directors may recommend a schedule of fees sufficient to carry out the objectives of the group and to defray the incidental costs of the group such as correspondence, meeting rooms, and newsletters. Any fees assessed ASSOCIATES shall be commensurate with the benefits derived from association with the Committee. The schedule of fees shall be approved by a two-thirds majority vote of the MEMBERS in attendance or by special notice by the Board of Directors.

Section 2

The Board of Directors may establish an initiation fee for each new MEMBER to cover a share of any costs incurred by the current MEMBERS of the Committee.

Section 3

The Board of Directors may establish a reinstatement fee to cover a share of any cost incurred by the current MEMBERS since the organization requesting reinstatement withdrew from membership in the Committee.

ARTICLE III - SUB-COMMITTEES

Section 1

The MEMBERS of the Committee may, by two-thirds vote of those in attendance at any annual workshop, institute and dissolve any standing sub-committee it desires, for any purpose, consistent with the Constitution and By-Laws.

Section 2

The Chair, with simple majority approval of the Board of Directors, may institute special sub-committees for a period of one year or until the next annual workshop.

Section 3

The Chair shall appoint all members of the sub-committee with the advice and counsel of the Board of Directors. The Chair shall further define the duties of all sub-committees.

Section 4

All sub-committees shall submit an annual or final report to the authority that caused their appointment. Such reports may be informal as directed by the Chair.

ARTICLE IV - AFFILIATION

Section 1

No affiliation of the Transportation Estimators Association with other organizations may be made by the Board of Directors or Members in the Committee without specific change in these By-Laws and after careful consideration.

Section 2

Cooperation with other organizations, to the extent it does not compromise the Committee, is specifically allowed.

ARTICLE IV - AFFILIATION

Section 1

Each member state shall designate one contact person to be the official point of contact for estimating issues.
